[Nice] Libnice 0.1.3 released! (GStreamer 1.0 enabled)

Hi again!

It's time for another release of libnice. I'm doing it on behalf of our
busy busy maintainer, Mr Alaoui!

Here are the main changes :
Dribble mode: You can set remote candidates while gathering the local ones
Add support for GStreamer 1.0, will compile plugins for both 1.0 and 0.10 by default
Cache GSocketAddress in UdpBsdSocket, creating it is very slow

I'd like to particularly thank Rohan Garg who contributed the dribble mode.
