[Nice] NATPMP and PCP support

Hello,

As I have seen in a README file, there is an interest in adding NATPMP
support into libnice. I'm working on a library implementing PCP (RFC
6887<http://tools.ietf.org/html/rfc6887>)
which is a successor of NATPMP. The library also supports NATPMP as a part
of PCP version negotiation. The library source code is located in a github
repository <https://github.com/libpcp/pcp.git> and it's licensed under the
BSD 2-Clause License.

If you are interested, I'm providing you a patch enabling a use of this
library in the nice. Please have a look and any comments or questions are
welcome.
