[libnice] ICE-TCP branch merged

Hello,

Youness Alaoui has implemented the start of ICE-TCP support. It has now
been merged. It includes support for both RFC 6544 ICE and Microsoft
Lync compatible ICE. It also includes Microsoft Lync compatible TURN,
but not yet RFC 6062 TURN.

Also missing:
- TCP simulatenous open
- Server reflexive TCP candidates
- non-packetized ICE-TCP (Microsoft Lync uses RFC 4571 packetization
everywhere).
