[libnice] some one had successful TCP connections use libnice?

See the tests/test-icetcp.c file in libnice. The only major difference
between using libnice for ICE-UDP and for ICE-TCP is setting the
NiceAgent:ice-tcp and NiceAgent:ice-udp properties to control which are
enabled.
