[libnice] setup P2P connection for IP phones

Thank you for your clarification!

Does libnice prioritize candidates and check which local & remote candidate 
work? I see libnice can gather local candidates but wondering if testing 
candidate connecting to remote side requires external SIP driver to help 
sending some SIP packets or libnice can do all by itself?
