[libnice] Does libnice require client to support ICE?

Hi,
In this case, you call nice_agent_set_selected_remote_candidate() with
the address the c= line and the port on the m= in the candidate and it
will disable all ICE processing and just send to that ip/port. You need
to do it for both RTP and RTCP components.
