[libnice] RELEASE: libnice 0.1.14

Hello,

I'm very pleased to announce libnice 0.1.14

This culminates a whole year of hard from work the whole libnice team.
In particular, I'd like to thank Philip Withnall, Jakub Adam and
Fabrice Bellet for their contributions.

Key changes are:
Improved RFC compliance
Split verbose logs into a separate option
Numerous bug fixes
Use GnuTLS for hash functions
Implement NewReno in PseudoTCP

It now requires GLib 2.44 and GnuTLS 2.12
