[libnice] RELEASE: libnice 0.1.16

Hello,

I'm very pleased to announce libnice 0.1.16

This release is in large part of the work Jakub Adam.

I also want to highlight the contribution by  Andrey Skryabin who added the NOMINATION flag that Google introduced in Chrome a while back.


Key changes are:
Add API to make it easier to implement ICE trickle
Add async closing of agent, to cleanly close TURN allocations
Add Google non-standard NOMINATION STUN attribute
Fix tests on Windows
Fix some racy tests
