[PATCH 1/2] Add pm.(un)pause functions

With this patch, cards without internal memory (IONs and other IGPs)
and cards with no memory reclock (a lot of nv40) should support
safe reclocking even in games.

Please test this patch on all your hardware(< nvc0) and report bugs.

WARNING: This patch disables memory reclocking
