Booting without pcie_port_pm=off, while blacklisting nouveau on boot, then
executing:
 echo 0 > /sys/bus/pci/devices/0000:01:00.0/d3cold_allowed && modprobe nouveau

also causes powertop to report a ~7.5W value.
