[Nouveau] [Bug 102352] nv4x fan run whole time at 100%, stable patch existing since about 1 year, please merge

I bought extra for this bug an Nvidia 7900GS card. It have a bigger and
powerfull fan - that is running the whole time at 100%. Kernel 4.13.9 . Because
its such a powerful fan, you have to speak louder to other people in the same
room when you are both next to the computer...
Should i do something to help fixing this bug?
