The mesa codebase is at:

The shader compiler in particular is under src/gallium/drivers/nouveau/codegen/

Yes, EVoC doesn't have a fixed timeline like GSoC, but it does require
3-4 months of vacation where you would be able to work nearly full
time on the project.
