With your Linux distribution vendor, which in this case is Rocky Linux.  File
a bug report with them.

This forum is mostly for programmers discussing development of the Nouveau
driver.  Your post doesn't provide anywhere near enough information to provide
the ad-hoc debugging that you want.

If you were to trace the code paths through Nouveau where the problems occurs,
helping narrow down what functions in the driver are the culprit, then *maybe*
someone here might be able to help.
