The people behind nouveau are certainly aware of Vulkan, in a perfect world, would develop drivers for it. However, it's a lot of work. It took Intel developers many months working full-time and with several people to support it. Nouveau just doesn't have this sort of manpower. If you're interested in leading such an effort, join us at #nouveau on irc.freenode.net.
