[Ocs] about external parameter in content list

Hi Mat,
yes. This parameter was requested from an OpenOffice.org developer because they can´t handle url and only want to access content which is stored on the same machine.
I´m personally not too happy with this parameter because the clients should be able to handle all 3 download types.
So it should not be necessary to restrict the number of downloads only because the client doesn´t support the complete spec.
So I don´t think we should implement this in libattica until someone really needs this.
