[Ocs] First draft of Achievements module

Hi,

I went through the specifications, observing-

* at few places the typo achievemt is there, we should fix that
* A better word than dependenton is dependencies, what do you think?
* also examples like list/1234&userid=frank should be written like
list/1234?userid=frank (? instead of &)

Other than that, it looks awesome, great work Dan!
