[Ocs] Proposal for new field in CONTENT module

Hi,

  Spawned by a discussion on #gluon earlier today, i had a look through the 
archives and discovered that one of the items discussed at the OCS Next sprint 
was never brought up on the mailing list and thus, it seems, was forgotten.

  In short, the proposal was to add a field pointing to one or more other 
content items to the content items. The field name we agreed on was 
"requires", and it was to be a list of content IDs.

  In Gluon we have a bunch of use cases for them, some applicable to other 
projects and some perhaps less so:

* developer-provided downloadable content, such as in-game purchasable items 
pushed after the game has been released and without uploading an entirely new 
version of the game (aka DLC)
* user- and developer-provided videos and screenshots of a game (this is in 
addition to the preview images and video links already in the content item, 
which users cannot rate or comment on)
* user-provided levels and other content for use in games (arguably also DLC, 
but generally not called that in the gaming community)
* games requiring components uploaded by other makers of games

  As we already discussed this at the sprint, i'm sure i really only need to 
remind people of the existence of this, and expect to get a message akin to 
"Well, go and write it in the 1.7 draft, then!", which of course i will do as 
soon as i hear back ;)
