[Ocs] FDO webpage request and description for the mailing list

Hey Frank,

We have discussed that previously I was about to ask a page for us at
the "http://ocs.freedesktop.org" site address. The creation happened
back then, but we have been still waiting for getting an account
created [1] after two months, who can actually write the site, which
is unfortunate. :/

Perhaps, you could also give a +1 there formally. The relevant
sysadmin told me more than six weeks ago that everything is fine when
I asked for confirmation, but just for making sure, this is not
something we can fail at.

Also, while trying to remind the sysadmin on IRC today again, there
was a realization there is no description for our mailing list.
Perhaps, it is a good idea to amend, if you have time or give rights
to others to do that. Meanwhile, this situation has not been a harm,
and is not for me, the sysadmin, I asked about the account creation,
was a bit picky about this. It might at least take effect on the
proceeding about the bug. :/. It would be nice to reduce barrier and
objections as much as possible.

Thanks a lot in advance! I hope, one day, we can celebrate, we finally
have an editable website in there. :-)
