Actually, that is possible already for toolbars
  Table,
  Bullets and Numbering and
  Picture 
It works as follows:
If the toolbar is visible because the focus is in a table, or paragraph with
B/N, or on a picture, chose View > Toolbar > .. and check it off.
Then it will not appear automatically the next time.
