[ooo-build] Autocorrection of ordinal suffixes and ICU

Hi all,

I have committed a patch to fix issues with the i18n of autocorrection
for 1st and its friends. The patch is using ICU to get the localized
string for the suffix, but the current system (and internal) ICU used
seems to be 4.0.x and the this part of ICU works fine from version 4.2.

I have placed the patch in the Experimental section so that it can be
activated if you want to but will not get build by default. Don't
hesitate to include it if your system ICU is the right one.

The patch is patches/dev300/svx-i18n-ordinal-autocorr.diff.
