[ooo-build] How to set location of dictionary files

It is build time option only isn't it?
So from a run time point of view - that is equal to user point of view - 
it is hard coded in full meaning of that word.
 From that point of view there is no difference between "magic string" 
in code, less magic constant defined in header file or compile parameter.

Solution by symbolic links is a just workaround. You need provide 
packages for each distribution then. Or make users to do it.
Agreement of all distributions (hundreds of them) and relevant 
application teams (tens of them) on one accepted path would be nice but 
it is a lenghty uncertain process as Petr and Caolán correctly pointed 
out. And there always will be system you cannot influence at all.
