[ooo-build] How to set location of dictionary files

Actually, Caolan is not using ooo-build, so he contributes directly to the 
upstream. Anyway, if the issue is closed as WONTFIX by upstream, feel free to 
report it into the Novell bugzilla.

Note that Novell bugzilla is only a temporary solution. We are going to use 
https://bugs.freedesktop.org/ for Go-oo and ooo-build in the near future. I 
am not sure when this happens, though.
