Sure; often there is an i#12345 number in apply as well as an n#12345
with a matching, non-confidential report up-stream.
Oh, and sometimes we just screw up the bug access control for no reason
- which sucks, but is hard to avoid.
Anyhow - if you're particularly interested in bugs, that have no
up-stream equivalent, and particularly, if you're interested in working
on the code here :-) just poke someone on #go-oo to do the button
pushing for you.
