As talked about yesterday on IRC, I think this is a bug :).
All the others don't have a #ifdef either, but it makes sense to build
oxygen images even without kde4. people can choose it in the UI if they wish.

Similarily for the download, maybe it should also honour
--with-images="... oygen .." an d download it if wanted.
