[ooo-build] arm failure to start OOo - terminate called after throwing an instance of 'com::sun::star::ucb::InteractiveAugmentedIOException'

The code was at least mostly the same, except it uses an older version
of boost (1.35 vs 1.38), uses the OOo version of ICU, and a few other
minor things that shouldn't affect this issue.
