[ooo-build] Dictionaries are not recognized

I agree that it is a bug. ooobasis3.1-ooolinguistic is optional package and it 
is not required :-(

Could you please report this bug into upstream issuezilla? You might start at 
http://qa.openoffice.org/issue_handling/pre_submission.html

Note that ooo-build is primary used by various Linux distributions to build 
their OOo packages. They create the packages different way, use other 
dependencies, repack extensions into (deb, rpm) packages...  We provide also 
the universal build (with Go-oo branding) because there is an interest for 
it. Unfortunately, we do not have much resources for this extra build, so we 
do it the easiest (upstream) way. The only difference is that we share the 
common packages and have the localized packages in the same directory.

The fix might require a system solution. I see other similar bugs at

I think that upstream is more motivated and might faster found resources to 
fix this particular bug.
