What the error message says. You miss the command aclocal.

distro means "Linux distribution" (or more broader: whatever is defined
as distro in ooo-build, like GoOOoWin32)

Cygwin? Of course "apt-get build-dep openoffice.org" only will work on Debian,
not on Windows.
