[ooo-build] Initial version of a .dia/.shape import filter for OpenOffice.org

openoffice.org-diafilter version 1.0.0. A initial version of an import
extension which can read .dia and .shape files. Shape importer is
implemented as are basic built-in shapes and basic properties and
initial set of connectors.

ToDo are to fill in various missing custom built-in shapes and
properties (currently just imported as squares) and fill in the text
positioning, text size, etc. And make some decisions about how to handle
features like multiple connectors points on connectors themselves which
OOo doesn't handle yet.

cc'ed this to ooo-build at lists.freedesktop.org as I see there's a
doc/dia.txt in there which suggests someone had an interest in something
like that at some stage in the past.
