We need to fix the build --with-lang="".

To make it clear. It does not download the l10n sources and this is why it 
fails. Of course, you should not need to download them for the en-US only 
build.

Hmm, these errors are produced by ooo-build/bin/localize-ooo. It should do 
nothing for en-US only build.

Could you please try if the attached change works for you?
Please, use -with-lang=""

We need to fix it, so it is not needed. The attached diff might do the job.

Hmm, the concept of libs-extern-sys source tarball is a bit broken right now. 
It includes saxon and everyone should use the internal one because the system 
one causes troubles.
