ooo-build-3.2.0.9 means that you use the released ooo-build-3.2.0.9.tar.gz.
This tarball did not include the test -z "$OOO_LANGS_LIST" && exit 0; line.

This message is printed at the end of ooo-build-3.2.0.9/bin/localize-ooo.
It might be printed in two situations:
+ you configured OOo --with-lang="non empty value" =>
ooo320-m12-l10n.tar.bz2 should get downloaded and unpacked;
thus ooo-build-3.2.0.9/build/ooo320-m12/l10n directory should
include localize.sdf files
+ you configured OOo --with-lang="" and forgot to apply
localize-ooo.diff

I think that the problem is that non-patched localize-ooo created an almost
empty ooo-build-3.2.0.9/build/ooo320-m12/l10n directory and the build system
is confused; it would expect the l10n/prj/build.lst that defines the
dependencies.
