[ooo-build] new ooo-build workflow for developers and packagerts

Okay, I have removed it.

I kept the framework to download and unpack the original OOo source
tarballs. Anyway, it is no usable and will get removed later if nobody
finds an usage for it ;-)

PS: I am going to release ooo-build-3.2.98.1 (3.3-alpha1). I hope that
it will be available tomorrow.
