I poured in about 10 hours into this odd issue and figured out why VGA was not
working.
It turns out HDMI is not at fault directly, but display scaling (pixel
interpolation engine mainly meant for FP) and power management hardware
registers are set up differently by video BIOS when VGA and HDMI are both
connected during boot time.
I now know the precise registers that cause the strange display behavior.
I will still need some time to figure out how to incorporate the fixes into the
code.</pre>
