Sorry to have to bring this up, but someone's email user agent isn't
working as it should:

Messages that can fit into the iso-8859-1 encoding are to be downgraded to
that encoding.  Messages that can further fit into the us-ascii encoding are
to be downgraded to that encoding.

I.e. a message is always sent in the smallest character set it can fit into.

This is the requirement.

Since utf-8 is used mostly for Han and Korean scripts, we block it from
our site...

This hasn't been a problem previously... because most other mailers do what
they are expected to.

Can whoever is using utf-8 consider not using it?  At least not when posting
to this list?  Or see about getting their mailer properly configured?
