 Perhaps this might be helpful:
 I can change the resolution on the fly (Ctrl+Alt+Numpad+,
 Ctrl+Alt+Numpad-) without problems in both revisions. So modesetting seems
 to be ok.
 With rev 701 after switching VTs I see my green bars and they'll stay
 there when I switch to another resolution. (Of course they are getting
 physically bigger because of the reduced resolution.) Whenever I hit the
 border of my screen with the mouse cursor my desktop will be moved
 together WITH the green bars on it.

 Maybe this might be a hint in which layer of the driver this effect
 occurs.
