No, unfortunately not.

It is unfortunately the present legal assessment at VIA that the details
about the codec hardware cannot be publicly disclosed due to the way the
MPEG-LA patent licensing works.

Do you know any other mpeg video codec acceleration hardware that has published
their register-level hardware specs and/or programming manual?  If yes, that
might serve as an example, helping to convince VIA that it can be done without
major legal trouble from the MPEG-LA.

hopefully the license runs never out.  I think you meant to ask when the
patents run out.  I doubt you want to wait until then.
