    Do 'Modified BSD' licenses allow you to relicense?

Not so far as I know.  My understanding is that that is the main
distinguishing factor of public domain.

(The minor one is that there is by definition no copyright statement in
pd, hence no list of years to update.  That was an extremely useful
feature for tiny files in big software distributions.  Anyway, never
mind, not related to either OFL ...)
