As I wrote, on Debian's advice, I've been using this:

Copyright 2007 C. Holder
You may freely use, modify and/or distribute this file.

Can't get much shorter than that :).

This isn't really about protecting authors.  More or less the opposite:
it has to do with making something all-permissively-free, the author
wanting to say, "I don't care, anyone can do anything they want with
this" (including make it proprietary).  As with public domain.
