Yes, this clause is making clear that when you can't strip away or
modify licensing - as chosen by the author(s) - in original or modified
versions. You are required to propagate and inherit the license.
Andrey, I'm afraid you are misreading it when you say it restricts the
rights of upstream authors. It doesn't prevent - as Dave rightly points
out with the GPLv3 example - upstream copyright holder(s) to re-release
their creation separately under any license they see fit.
OFL FAQ item 5.3 makes that clearer;
5.3 Does this license restrict the rights of the Copyright Holder(s)?
No. The Copyright Holder(s) still retain(s) all the rights to their
creation; they are only releasing a portion of it for use in a specific
way. For example, the Copyright Holder(s) may choose to release a
'basic' version of their font under the OFL, but sell a restricted
'enhanced' version. Only the Copyright Holder(s) can do this.
It's a well-accepted mechanism in other licenses.
