[Openfontlibrary] urw donated or not

I seem to recall that in early versions of Ghostscript
the URW fonts had a *much* more restricted licence
- but they were distributed "free of charge"

Question - did Artifex pay only to get the licence changed
to GPL or did they pay URW to allow the earlier
"free of charge"  distribution
