GPLv3 says "This License gives no permission to license the work in
any other way"

And then says "but it does not invalidate such permission if you have
separately received it."

I believe that is the intention of the OFL. Sadly the OFL-discuss list
is down. Hopefully as a co-author of the license, NS can comment :-)
