[Openicc] [admin] List shuffles, new lists for announcement/discussion

 list. It's more for you, than anything.]
Hi all,
I've created two new lists: freedesktop at freedesktop.org, and
freedesktop-announce at freedesktop.org. freedesktop is intended to replace
xdg's side role of random discussions about freedesktop in general, so
we can keep xdg for development of the core standards.

freedesktop-announce is intended to be a low-volume announce list for
projects hosted on freedesktop.org; all projects using freedesktop.org
are welcome to post to this list, and will have their announcements
approved.

So, please do not use xdg for things that aren't releated to developing
the core specifications, and please Cc your relese announcements to
freedesktop-announce.

If you have complaints/questions/offers of free beer/suggestions for
more list changes, please let me know.
