Typically the default package prefix is /usr/local so that "/etc"
becomes "/usr/local/etc". Or if the prefix is "/some/other/place"
then it becomes "/some/other/place/etc". If the prefix is "/" then
the path is just "/etc". So /etc/kdb is fine if the prefix is "/". In
other words, the path to the configuration is set at package
configure/install time.
