[Openicc] Policy location

Hello all,

attched is a policy file for Oyranos. It shall be installed in the 
/usr/share/color hierarchy.

I think about `settings' as appropriate. Presets or policies are not that 
flexible for later extending.
example:  /usr/share/color/settings/office.policy.xml
Does someone object - eventually with a suggestion for a better naming?
