I do not believe this is, or at least was, an exact requirement.
I know that for the past two SoC's Inkscape has participated, but yet
had no formal organization until well after those.
However, having more than a single person is very good.
Their FAQ says:

So even individuals could be the "mentoring organization". That said,
I believe that having more than one person around can help, and that
having more participation in a "community" is very good. Also, the
role of a mentoring organization has several aspects that are easier
when there are people to share the work and/or guidance.
