Just to clarify, no one has suggested to use the KDE Configuration System 
(which is still based on using config files like we did so many years ago and 
will keep doing during many years to come), we were speaking of having a 
configuration pannel inside the KDE application SystemSettings, which can 
edit settings  in KDE Configuration System, and in other part of Unix (like 
Xorg or oyranos).
