Yes and it has been that way for some time.

This does not appear to be true oterhwise systems using the nvidia or ATI
drivers would have XRandR1.2 support if the XServer were new enough. It is
clear that the drivers need to implement much of this functionality for this
to work at least with how this is currently designed. Perhaps with Gallium
more of this could end up in Gallium or some other general non-device specific
part of the system.
