Leonard (and sorry to everyone else for the further digression), that simply isn't true.
a) AC review is a review, not a 'vote'
b) Last Call review is a technical review, and anyone with the technical competence to do so can make their point, be heard, and influence the decision. Further, if the Working group rejects their input without what they consider due cause, they can file a formal objection which goes all the way up to the Director of W3C.
"No actual say" is thus, far from the truth.
Also,some W3C specs go on to become ISO specs (e.g. PNG) and recently W3C was accredited as a PAS submitter to ISO so there will be more.
