I know Fedora runs a script that automatically downloads tarballs to
make sure that they are still available as referenced in the Source0
line in the RPM. If the upstream tarball goes missing, then the Fedora
package maintainer gets an automatic email.

Fedora certainly isn't doing this 3000 times a month, but I'm pretty
sure each download isn't actually new user.
