I would not consider a command line app to be sufficiently user friendly to implement an opt-out color management system. Keep in mind that Apple has implemented an opt-out color management system and has not provided *any* application for printing profile targets at all, either GUI or command line based.
Part of a long list of "required" items for an opt-out color management system would be a GUI application that properly prints profile targets. This could be:
1. Built-into the CPD, something that could be done, even though I think it's needlessly involving too many users and clutters the CPD.
2. Built-into the CPD as an application subscribable element, i.e. the code is done, but the GUI element doesn't appear by default, the application developer would need to request it appear when calling the CPD. This is nice because then an app like the GIMP can incorporate it.
3. A standalone monolithic application for this purpose.
