In an ideal world, yes. In practice, some printer Postscript implementations
may not be of the desired quality, or have other limitations.
(Didn't this discussion start due to an issue with buggy PS printers ?)

If the target device has limitations or issues, it may be desirable
to handle some or all of the color management heavy lifting
with a known RIP.
